


The Kentucky Peer Advisory Network is a technical
assistance program for arts organizations, schools and artists offered by the
Kentucky Arts Council. Modeled after the nationally recognized peer program
developed by the Arts Extension Service at the University of Massachusetts, the
Kentucky Peer Advisory Network provides short-term technical assistance at
nominal cost to applicants across the state.
Consultants from the
Kentucky Peer Advisory Network Consultant Roster are available to meet with
boards of directors, volunteers and/or staff of an arts organization or school
to facilitate problem solving, planning and needs assessment. Artists may apply
for consultancies to assist with professional development. Consultancies of up
to six hours of on-site contact may be scheduled for one day or over a period
of time.
The Kentucky Arts Council will pay the consultancy fee for
approved applications. The applicants are responsible for the consultant's
travel, meals and lodging expenses, (if necessary), as well as incidentals
incurred such as photocopying, long-distance phone, and postage, (if
necessary).
The Kentucky Peer Advisory Network Consultant Roster is made up of over 20 arts professionals from across the commonwealth. Their arts management expertise includes board, staff, and audience development; marketing; arts education; planning; programming; grant writing; fundraising, financial management and individual artist professional development. In addition to prior experience, each consultant has participated in a training course that focused on consulting, problem solving, and facilitating.
The Kentucky Peer Advisory Network is open to arts organizations, community groups, schools and eligible individual artists. The applicant must be a Kentucky resident, a Kentucky organization or serve Kentuckians in a significant manner.
There is no annual application deadline for this program. Requests are accepted year-round. Applicants wishing to participate in this program should apply online at artscouncil.ky.gov/forms/kpan_application.htm. Inquirers will receive assistance in determining if this is the appropriate program for their needs and, if so, the Kentucky Arts Council will review the application within 10 - 15 days and recommend a consultant. The Kentucky Arts Council must approve all requests for consultancies in advance and no funded activities with consultants may take place before approval is granted. Application must be received at least 30 days before requested consultancy.
After the Kentucky Arts Council has approved a request, the applicant will be provided with contact information for a number of appropriate consultants. The applicant then makes initial contact with a consultant to discuss technical assistance needs and a possible consultancy. If the consultant agrees to take on the consultancy, the consultant and the applicant will agree upon goals, work product, dates and other terms, including the process for reimbursement or provision of the consultant's travel, lodging, and meal expenses, as well as any incidental costs.
The applicant and the consultant must each complete a brief Final Report within two weeks of the end of the consultancy. Current Final Report forms can be downloaded from the Arts Council web site at artscouncil.ky.gov/KPAN/kpan_forms.htm or received by mail by request from the Arts Council office. Payment to the consultant will only be made after receipt of both the Final Report and an Honorarium form.
