About the Program

The Kentucky Peer Advisory Network consists of arts professionals on the Kentucky Peer Advisory directory available to provide three- to six-hour consultancies to assist eligible organizations and individual artists with board development, grant writing, marketing and promotions, strategic planning, festival planning and other activities.

Consultancies may be scheduled for one day or over a period of time. Consultancy fees are paid by the Kentucky Arts Council.

Successful applications will embody these core values, and all applicants are strongly encouraged to read and reflect upon them before submitting an application.

Purpose

 

The purpose of the Kentucky Peer Advisory Network is to provide short-term, arts-related assistance at nominal cost for arts organizations, community groups and arts council program artists.

 

Goals

 

  • Provide technical assistance to arts organizations.
  • Provide program development for community groups incorporating the arts.
  • Provide professional support to artists in arts council programs.

Eligibility

 

The Kentucky Peer Advisory Network is open to all arts organizations, community groups and eligible individual artists interested in arts-related technical assistance. The applicant must be a Kentucky resident, a Kentucky organization or serve Kentuckians in a significant manner. Organizations do not have to be Kentucky Arts Council grant recipients or partners to apply.

 

Kentucky Arts Council Programs

 

Artists eligible for a KPAN consultancy must be in one of the following Kentucky Arts Council programs:

 

  • Architectural Artists Directory
  • Teaching Artists Directory
  • Performing Artists Directory
  • Kentucky Crafted Program
  • Individual Artist Fellowship Program
  • Folk and Traditional Arts Apprenticeship Program

The Kentucky Arts Council will pay the consultancy fee for approved applications.

 

Grants of $500 for a six-hour consultancy are paid directly to the approved advisors. The applicants are responsible for the advisor’s travel, meals and lodging expenses (if necessary), as well as incidental costs such as photocopying, long-distance phone calls and postage (if necessary).

  • Carefully review the program guidelines.
  • Create a profile or login to the GoSmart Application system.
  • Complete the KPAN application.
  • Under “Current Programs and Applications,” find “KPAN” and click “START.”
    • Click the Save Work button on each page or your work will be lost.
    • Under NEA Questions, select the following:
    • Type of Activity – Technical Assistance
    • % of Arts Education – None of this project involves arts education
    • NEA Primary Strategic Outcome – Learning
    • Amount Requested – type “500”
    • Fill out the remaining fields to the best of your knowledge.
    • To determine district numbers, contact your county clerk’s office. You can also find your congressional district and entering a zip code and, when prompted, a street address. Find your state legislative district.
  • Click the final Submit button before the deadline, 11:59 p.m. Eastern on June 30.

 

Application Deadline

 

The application must be submitted online no later than 11:59 p.m. Eastern on June 30. Submissions received after that time will be ineligible. Note: The application can take several minutes to upload. As a result, the arts council strongly advises that applicants do not wait until 11:59 p.m. to submit.

 

Following the deadline, each application will be reviewed by the program director, who may contact the applicant if clarification is needed.

Kentucky Peer Advisory Network Directory

 

You may select or request that the arts council choose advisors from among the Kentucky Peer Advisory Network Directory, which is made up of arts professionals from across the Commonwealth. Their arts management expertise includes board, staff and audience development; marketing; arts education; planning; programming; grant writing; fundraising and financial management; and individual artist professional development, among others. In addition to prior experience, each advisor has received training that focuses on consulting, problem solving and facilitating.

 

Consultancies

 

After the Kentucky Arts Council has approved an application, the applicant will be provided with contact information for a number of appropriate advisors. The applicant then makes initial contact with an advisor to discuss technical assistance needs and a possible consultancy. If the advisor agrees to take on the consultancy, the advisor and the applicant will agree upon goals, work product, dates and other terms, including the process for reimbursement or provision of the advisor’s travel, lodging, and meal expenses, as well as any incidental costs. Applicants may only request one consultancy in a specific area of need once per 12-month period (i.e., no back-to-back consultancies on identical topics).

 

Consultancies may consist of in-person meetings or videoconference calls, or a combination of both.

 

Final Report and Payment

 

The applicant must complete a brief report within two weeks of the end of the consultancy. Payment to the advisor will only be made after receipt of the final report.

There are no appeals in this program.

The arts council offers the following support to ensure program standards and goals are met:

 

  • Assistance from arts council program directors with program, guidelines and application questions.
  • Consultation regarding applicant eligibility.
  • Referrals to advisors following the approval of the application.
